
The concept of mobility within a private network is not new. Manufacturers have been discussing the "Cordless Office" for many years. Since 1990, ETSI and ECMA have been working to establish a set of service standards to support PISN Mobility. The standards distinguish between Cordless Terminal Mobility (CTM) and Private User Mobility (PUM).
CTM is concerned with the movement of cordless terminals from one geographical location to another. Such movement (roaming) may be confined to movement within a single network or it may span networks. In the first phase of standardization activity only the former case is considered. The first service standards, covering the ability of a cordless terminal to register at a new location between active calls rather than during a call (handover), have been completed. Movement spanning networks is deferred to a second phase of standardisation that will result in new editions of the relevant standards. At present work is underway to gain worldwide acceptance of the first phase standards through ISO/IEC.
PUM is concerned with the movement of individual users from one terminal to another whilst maintaining access to the same telecommunication services. It is the private network equivalent of the Universal Personal Telecommunications (UPT) service. Work on PUM standards is quite advanced, although nothing has been published yet..
