About PQM

PQM Consultants is an independent consulting practice established in 1991 by partners Alex Hardisty and Steve Randall. We have no employees; rather, we operate with a network of associates when we need them. Our office is located in Chepstow, UK, although most of our business is conducted internationally.

PQM specialises principally in the interpretation, use and development of telecommunication standards. This enables us to advise clients around the World on equipment and network design to permit them to take full advantage of emerging standards. PQM has played a significant part in a number of such projects, where our technical knowledge and project management skills have enabled us to deliver high quality results consistently on time and within budget.

PQM Consultants can offer a broad package of skills that can be used to help our clients meet their objectives:

Systems engineering skills (requirements definition, analysis, system design, etc.) for the design of telecommunications equipment and networks, utilising modern techniques such as UML and SDL;
Regulatory and policy knowledge skills (Open Network Provision, Approval regimes for terminal equipment, Number portability, Quality of Service, Mobile communications, Interconnection, Satellite Personal Communications, Testing and certification), including Assessment of technical and regulatory viability of new product developments, research and review of regulatory requirements, definition of product approval strategy, development of new regulatory policies;
Standards assessment and interpretation skills (in for example, the fields of Corporate networks, ISDN, Intelligent Networks, GSM, VPN, ATM, VoIP, H.323) and their impacts on product development and usage;
Knowledge of the process for developing European standards for telecommunications and the ability to influence / lobby to achieve desired results;
Skills in the preparation of proposals and plans for new projects, management of project plans and teams, and the evaluation of plans and proposals prepared by others;
Technical knowledge across a broad range of telecommunications disciplines including switching and signalling, fixed and mobile transmission systems, terminal equipment, radio, safety, EMC, and performance.
